Data privacy policy

Private Information 

This policy intends to inform you how the Government of Rwanda use and protect the personal identifiable information that is collected from End-User using the platform “Irembo”. For purposes of this policy, this information is termed “private information”, and is consistent with the Rwandan Constitution of 2015 as revised up to date (under art.23) which protects personal private information. It is not intended that the e-Government Services Online Portal can be used anonymously. But no personal information shall be collected from you, unless you provide it voluntarily. 

How does the Government use the information they collect? 

As a general rule, the Government does not collect personal data about you when you visit irembo web. Submitting your personal data through the Government’s website is voluntary. By doing so, you are giving the Government your permission to use the information for the services you requested for. The Government collects personal data to provide you with the services you have requested, including services from third party providers. The Government may share the above information with Government Institutions, Ministries and Agencies in the performance of their official duties and/or providing you the services you requested for. Providing inaccurate or false information via the Government Portal will be treated in the same way as providing incorrect information on a form or in person and may result in refusal to provide you with our service or result in prosecution or criminal penalties. Any information provided on the Government portal will be protected from loss, misuse, unauthorized access or disclosure, alteration, or destruction. 

Terms of use agreement 

WELCOME. As is true for many other Web sites, the Government Portal (“this Portal”) has rules that apply to your use and any services available through this Portal. Those rules, referred to as "terms of use", are set forth in this Terms of Use Agreement. By using this Portal, you are agreeing to comply with and be bound by the following terms of use. Please review them carefully. If you do not agree with any of these terms of use, please do not use this Portal.

Who owns this portal and how it operates 

This Portal functions as a real time electronic processing system for services application process between Government Authorities and End-Users and such transactional interface is designed and maintained by the Irembo Ltd., a private company under a concession agreement of 25 year with the Government of Rwanda. It is under the sole responsibility of the Government and each participating Government Authority to develop and maintain the information web pages, backends and supply Irembo with any initial and updated information required during the provision of the services to the End-Users.

Registration 

You may be required to register on the Government’s Portal account to access some of the online services. However, it is not a requirement when using our USSD *909#. 

User responsibility 

You must use www.irembo.gov.rw and your account only for lawful purposes and in a manner that does not infringe the rights of or restrict or inhibit the use and enjoyment of the website by any third party. 

Right to make changes 

The Government may revise this Privacy Policy from time to time and when such a change is made; we will post a revised version on the Website. Please note that changes are effective when they are posted and it is your responsibility to read the Privacy Policy from time to time in order that you are aware of any such change. By continuing to access or use the platform after those changes become effective, you agree to be bound by the revised Privacy Policy.

Compliance to the regulations 

Irembo regularly reviews compliance with its Privacy Policy. It also adheres to several self-regulatory frameworks. It works with the appropriate regulatory authorities to resolve any complaints on personal data that it cannot resolve with our users directly.

Notice to public users 

All users are requested to read the following notices before using this Portal for proper understanding of the limitations of the contents and scope of Irembo's responsibilities pertaining to all provisions stated hereunder. 

General disclaimer 

While Irembo has made every reasonable effort to ensure that the contents of this Portal have been obtained from reliable sources, Irembo is not responsible for any errors or omissions, or for the results obtained or consequences arising from the use of any of the Contents. 

Links disclaimer 

The Portal links to backend systems that are managed by other Government of Rwanda departments and agencies that are not under the control of Irembo. They have no control over the nature, content and availability of those systems. Links to other systems are inserted for accessibility only and do not constitute endorsement of materials on the linked websites. 

Third Parties and Affiliate 

Irembo uses a variety of third-party service providers to help in providing services, such as agents, Internet providers, and bankers. There is no extra cost to an End-User to request for any service available on this Portal apart from the fee fixed displayed on the Portal and Irembo will not be liable for any misuse, loss or damage, special, consequential, exemplary, or punitive damages arising out of or in connection with our third parties. This is a comprehensive limitation of liability that applies to all damages of any kind, including (without limitation) compensatory, direct, indirect or consequential damages, loss of data, income or profit, loss of or damage to property and claims of third parties. 

Virus protection 

Irembo makes every effort to check and test material at all stages of the building of the Government Online Portal. It is always wise for users to run an antivirus program on all material downloaded from the Internet. Irembo cannot accept any responsibility for any loss, disruption or damage to any of your data or computer system which may occur whilst using material from this website and the other government websites. We take precautions to maintain the security, confidentiality, and integrity of the information we collect at this site. Such measures include access controls designed to limit access to information to the extent necessary to accomplish our mission. We also employ various security technologies to protect the information stored on our systems.

Governing Law

These Terms and any non-contractual obligations arising out of or in connection with them are governed by and shall be construed in accordance with Rwandan law. Any dispute relating to or arising out of these Terms and any non-contractual obligations arising out of or in connection with them shall be subject to the exclusive jurisdiction of Rwandan courts.
